XUNMEISD Grid Management System Solution for Smart High-Speed Railway Passenger Stations

I. Overview

In recent years, with the rapid development of high-speed passenger railways and the application of a large number of new concepts, technologies and equipment, the operation of China’s high-speed railways has entered a brand-new era featuring high technology, high standards and high safety. As the most important position for railway passenger transport, high-speed railway passenger stations are required to meet higher standards in technical equipment, passenger transport organization, operation content, staffing and process management to achieve the goal of high-standard refined management.

II. Construction Content

In response to the national development strategy of smart passenger transport, to comprehensively strengthen the on-site operation management of passenger stations, improve and consolidate the management of station junction areas, and realize effective control of operation sites, this solution fully applies advanced management information systems and business platforms to digitize and intellectualize the management methods, objects, processes and evaluation of stations in an all-round way, ensuring the accuracy and effectiveness of management work. Based on the current situation of the station’s production organization such as management system, professional division of labor, organizational structure and operation layout, the Smart Passenger Station Grid Management System takes the station as the main management body, divides the on-site into multiple grid units, and uses advanced and more practical means and technologies to control and implement responsibilities for the operation duties, requirements, processes and content related to each grid unit, so as to improve the quality of daily basic management work of passenger stations.
The system is built to materialize the management philosophy of “transparent information, visual processes, traceable history and predictable future”.

III. Application Scenarios of Project Construction

The Smart Passenger Station Grid Management System mainly provides the following business capabilities:
  1. Provide graphical and customized management tools for the grid management of stations
  2. Realize closed-loop operations for all links of patrol inspection and incident handling
  3. Achieve interconnection and intercommunication of mobile terminals across regions and of multiple types
  4. Realize dynamic and refined real-time management based on real-time data collection

IV. System Composition

From the perspective of system functions, the Smart Passenger Station Grid Management System can be divided into: Patrol Inspection Subsystem, Incident Disposal Subsystem, Communication Subsystem, Business Data Analysis and Presentation Module, and Extended Business Module.

1. Patrol Inspection Subsystem

The Patrol Inspection Subsystem consists of functional modules such as patrol planning, patrol execution and record query.

Patrol Planning

Grid managers formulate patrol plans through the grid management client (Windows client), assign specific personnel to perform specific tasks in specific grids at specific times, and upload the plans to the system. The system automatically pushes the patrol plans to the grid mobile intelligent terminals of on-site operators.

Patrol Execution

On-site operators conduct patrols in accordance with the patrol plans, and the patrol results are intuitively displayed on the management client. For grids where patrols are not carried out as required, the management client will display them in striking colors on the station layer to prompt managers to handle them in a timely manner.

Record Query

The management client can query patrol records according to various conditions and export the query results.

2. Incident Disposal Subsystem

The Incident Disposal Subsystem is composed of six functional modules forming a closed-loop process: incident reporting, incident assignment, incident acceptance, incident disposal, repair feedback and verification & closure, as well as a record query module.

Incident Reporting

On-site operators initiate incident reporting when finding problems during patrols. Patrol personnel scan the NFC tags of grids or equipment through handheld terminals, fill in problem descriptions and take on-site photos, and report the incidents to the system.
If the problem occurs to equipment affiliated to a specific department, on-site personnel can also extract the detailed information of the equipment from the equipment resume system of the affiliated department through the APP on the handheld intelligent terminal.

Incident Assignment

After receiving the incident report, the system will send the incident to the management client. The management client manually or the system automatically assigns the incident to the affiliated department according to preset conditions; if the affiliated department is a specific department, the incident assignment can be realized through the interface interconnection between the grid management system and the equipment operation and maintenance system of the corresponding department.

Incident Acceptance

Affiliated departments receive incident assignments through the grid incident handling client provided by the system. If the incident is not within the scope of responsibility of the affiliated department, it can be returned. After the affiliated department accepts the incident, its internal equipment operation and maintenance system will handle it in accordance with the established processes.

Incident Disposal

Incidents are disposed of in accordance with the existing systems and processes of the affiliated departments.

Repair Feedback

After handling the incident, the affiliated department feeds back the completion results to the grid management system through the grid incident handling client provided by the system.

Verification & Closure

On-site operators conduct re-inspection of the grids or equipment related to the reported incidents in accordance with the patrol plans. The APP on the handheld terminal will automatically pop up a list to prompt confirmation of whether the incidents of the on-site grids or equipment have been handled. If the on-site incidents are completely handled, the verification & closure process will be executed, and the management client can display the on-site closure status in real time. If it is found that the problems are not resolved, the operator can click “Problem Unresolved”, and the incident will be re-submitted to the relevant affiliated departments for re-execution of the incident handling process.

Record Query

The management client can query incident records according to various conditions and export the query results.

3. Communication Subsystem

(1) Communication Functional Modules

The Communication Subsystem consists of three main functional modules: intercom, voice call and video communication, which are introduced as follows:
  • Intercom: On-site operators, the management client and affiliated departments can realize one-to-many half-duplex calls through preset or self-built groups, without geographical restrictions.
  • Voice Call: On-site operators, the management client and affiliated departments can make one-to-one full-duplex voice calls with each other.
  • Video Communication: The management client can receive real-time video backhaul from on-site operators for a better understanding of on-site conditions.

(2) Application Scenarios of the Communication Subsystem

The main application scenarios of the Communication Subsystem include:
  1. Realize in-station and cross-station dispatch communication through 4G mobile terminals.
  2. Realize converged intercom between 4G mobile terminals and traditional analog walkie-talkies, and achieve intercom between public network digital intercom groups and three main existing analog intercom groups (passenger transport group, ticketing group and EMU driver group).
  3. Realize “one-click switching” intercom for emergency communication, enabling public network digital intercom groups to switch directly to traditional analog intercom groups. In the daily process of organizing passengers to get on and off the train, in case of an emergency that requires an immediate notice for the train to stop, the “SOS button” on the digital terminal can be used to quickly switch to the “driver” group for intercom with the driver.
  4. The hard intercom function of dual-mode digital terminals can realize intercom between digital terminals and between digital and analog terminals in the case of network disconnection.
  5. Digital intercom has multi-level permissions: 256-level permissions for communication among group members, with high-level members having the highest speaking permission in the group; different levels of permissions are also set between different intercom groups, with a total of 7-level permissions among groups. When a high-level intercom group speaks, all members of all groups will be connected immediately.

4. Business Data Analysis and Presentation Module

The Business Data Analysis and Presentation Module consists of three main functional modules: business data statistics, trend analysis and GIS display.
  • Business Data Statistics: The module collates, analyzes and counts patrol inspection, incident and other data in the business server according to set conditions.
  • Trend Analysis: Through the operation trend analysis of statistical results, the module provides scientific, accurate and timely basis for management decision-making for leaders.
  • GIS Display: The module displays grid operation statistical data and operation analysis results on the large screens of the monitoring centers of railway bureaus and directly affiliated stations (sections) in a GIS graphical way.

V. Realized Functions

1. Realize Closed-Loop Management for Mobile Office

Mobile management of operators and closed-loop management of incident disposal are realized.
By deploying the station grid management system, all daily patrol inspections and problem declarations are carried out in a paperless manner. Passenger transport units can statistically output the summarized daily patrol inspection data and view the reporting and disposal of patrol inspections by station personnel, on-site faulty facilities and emergencies in real time, forming a closed-loop management mechanism for incident disposal.

2. Improve Passenger Transport Organization Capabilities

Data analysis of the grid management system will improve the daily passenger transport organization capabilities of stations. The system can provide intelligent analysis of grid management data, and realize the whole-life cycle management of passenger transport organization, personnel support and equipment/facilities on a monthly, quarterly and major festival basis, improving the daily transportation support capabilities of passenger stations.

3. Wide-Area Trunking Intercom for Cross-Station Dispatch

Due to the cross-regional and wide distribution of staff, the original traditional trunking intercom dispatch method can only carry out real-time dispatch and command communication within a limited range. This system adopts the 4G mobile public network to realize unlimited-distance communication among cross-regional staff. Large stations can remotely manage small stations, and leaders can realize real-time communication and supervision with station passenger transport-related personnel on business trips or in other places.

4. Realize Centralized Deployment and Hierarchical Management

The combination of local mobility and hierarchical network deployment reduces the implementation cost, and at the same time meets the actual operation and management needs of stations, stations (sections) and railway bureaus.
Through the application of wireless intelligent terminals, electronic tags, network and information equipment, a grid passenger transport management system meeting the specific requirements of stations can be constructed quickly and flexibly, and a visual management and monitoring platform can be provided for management units. This reduces the system deployment cost, realizes hierarchical management, and improves the flexibility, security and maintainability of the system.

5. Provide Graphical and Customized Management Tools for Station Grid Management

Stations deploy the grid management client in the integrated control room, which can display according to the station layer map. Controllers can arrange, implement and track the operation efficiency of work plans according to the actual grid division. The patrol management page will flash different operation statuses in different colors, and controllers in the integrated control room can conduct comprehensive query and data management of daily text messages, pictures, videos, positioning, patrol inspection, disposal and other data.

6. Realize Converged Communication of Broadband & Narrowband, Wired & Wireless

Using advanced converged communication technology and providing special docking gateway equipment, the system realizes interconnection and intercommunication between 4G wireless public network communication and local analog communication, and makes full use of existing resources. The grid management system fully takes into account the original usage habits and business models of stations, and realizes real-time communication between users of different terminals and between digital and analog devices. In accordance with the new railway regulations, the system realizes real-time communication between passenger transport organization personnel on the platform layer and train attendants/drivers, and the customized one-click “call” function for emergency intercom.

7. Big Data Application to Provide Basis for Management Decision-Making

The system can realize continuous collection and accumulation of data related to passenger transport patrol operations. Through long-term paperless operation data collection, the passenger station grid management system can collect a large amount of on-site patrol data and problem summary data. The system can output business data of passenger transport organization and management on a daily, monthly, quarterly or station basis, providing accurate data support for the operation and management decision-making of station leaders, directly affiliated station (section) leaders and railway bureau leaders.

8. Realize an Efficient Emergency Communication Support Mechanism

The system collaboratively handles on-site emergencies through various technical means such as voice, text, pictures, videos and GPS positioning. It can be flexibly set according to different levels and permissions between groups and among group members, applied to on-site command and dispatch, and provides an emergency communication mechanism. The main functions include: individual call, temporary intercom, video call, video monitoring, video wall display, video distribution, video cycle playback, photo shooting, etc.
